Legislators improve cycling in Washington

The Bicycle Alliance of Washington reports that three bills to improve safety and education for bicyclists in the state passed the Legislature in the recent session. They've been sent to Gov. Gregoire for her signature.

The first, HB 1108, prohibits a motorist from crossing over to the left lane to pass when a bicycle or pedestrian is visible in the approaching lane. The exact bill language;

“No vehicle shall be driven on the left side of the roadway under the following conditions:
When a bicycle or pedestrian is within view of the driver and is approaching from the opposite direction, or is present, in the roadway, shoulder, or bicycle lane within a distance unsafe to the bicyclist or pedestrian due to the width or condition of the roadway, shoulder, or bicycle lane.” (The underline notes a portion of the bill that was amended.)

Another bill, HB 1254, makes available “Share the Road” license plates that can be bought late this year or next. Funds from the sale would support bicycle and pedestrian safety programs.

Lastly, SB 5186 calls for “increasing the physical activity of the citizens of Washington state” by requiring that any comprehensive state plans include inventories of bicycle and pedestrian facilities.

Barbara Culp, executive director of BAW, seemed pleased by the outcome of the legislative session and showed her appreciation in her website message.

“A BIG thank you to everyone who sent an email, called or wrote to their legislator.  And MORE THANKS to the many legislators who sponsored these bills and voted to help make Washington a better and safer place to ride your bike.”
